“Sustainable development depends on citizens’ participation and leaders who uphold integrity” — Governor Mugabowagahunde Maurice urges Gicumbi to strengthen good governance

Northern Province Governor Mugabowagahunde Maurice has urged leaders and development partners in Gicumbi District to strengthen service delivery, promote citizens’ participation and uphold ethical leadership, saying these principles are essential for achieving sustainable development.

He made the remarks on July 31, 2026, during the Gicumbi District Coordination Meeting, which brought together local authorities, development partners and community representatives to assess progress and discuss strategies to accelerate the district’s development agenda.

Opening the meeting, Governor Mugabowagahunde said providing quality services should not be viewed as an occasional responsibility but as a culture that must guide all decentralized institutions serving citizens.

“Citizens must actively participate in what is done for them. What they are capable of doing themselves should not wait for external support, while authorities should provide assistance in areas beyond their capacity,” he said.

The Governor emphasized that sustainable progress requires a partnership between citizens and public institutions, where communities take ownership of development initiatives while government support targets major challenges requiring collective intervention.

He also called on leaders to maintain high standards of accountability and professional conduct, warning against behaviours such as corruption, negligence, poor coordination, failure to fulfil responsibilities and other practices that undermine effective service delivery.

Governor Mugabowagahunde stressed that public officials must remain role models by demonstrating commitment, transparency and dedication in serving citizens.

The meeting also highlighted the importance of strengthening hygiene practices, particularly in food and beverage preparation in households and during public gatherings, as part of protecting community health.

The Governor further called for continued efforts to address negative behaviours among some young people, including lack of commitment to work, misconduct and inappropriate dressing, especially during entertainment events.

The Gicumbi District Coordination Meeting reaffirmed the importance of accountable leadership, citizen engagement and collaboration among stakeholders as key drivers of sustainable local development.
